      Improving workplace equality within the Queensland Police Service (QPS).

      About the review

      In 2023-24, the Commission conducted a review of workplace equality in the Queensland Police Service.

      Our review was established following a recommendation of the Commission of Inquiry that QPS engage the Commission to undertake a program of work aimed at increasing diversity and inclusion of QPS members.

      In actioning this recommendation, the QPS leadership signalled their commitment to grappling with these issues to achieve meaningful change.

      The review was conducted between July 2023 and October 2024. We took a mixed-methods approach, using both quantitative and qualitative research methods to inform our recommendations.

      The Commission set out to identify the positive steps QPS should take to be a more equal workplace in which women, First Nations, and culturally diverse police are valued and included. We focused on the system, seeking to identify how the structures, processes, culture and other elements of QPS work together to create a higher risk of discrimination and what steps can be taken to change that situation.

      The Commission completed Phase One of the review in December 2024, publishing our report, Strengthening the Service.

      Our report contains 36 recommendations to set a vision of systemic change that will assist QPS in moving towards becoming a truly inclusive organisation.

      Key recommendations

      In March 2025, QPS provided its response, accepting around three-quarters of the recommendations – though some key measures aimed at increasing accountability, such as diversity targets, were only partially accepted or declined.

      From here, this collaborative project has a further two phases:

      • Implementation phase, where QPS has up to 2 years to implement recommendations. This phase is currently underway and is anticipated to be completed in late 2026.
      • Evaluation phase, where the Commission will evaluate how much change has been achieved and identify areas for future improvement, culminating in a final public report. The final evaluation phase is anticipated to commence in early 2027.
