Guiding principles

The Commission’s methodology for the Review was based on the following principles:

Comprehensive and consultative

We aimed to consult as widely as possible to ensure that a broad range of people and organisations were represented and had the opportunity to contribute to the Review, including stakeholder groups identified by the terms of reference.

We were committed to hearing and considering all views, experiences, and suggestions for change.

Transparent and inclusive

We committed to providing a transparent process throughout the Review, and to encourage public scrutiny and input.

We encouraged diverse views and considered all perspectives. We adopted a community-wide perspective to promoting equality, and non-discrimination and the realisation of human rights.

Evidence based

Our findings and recommendations are based on rigorous analysis of information gathered by the Review, including through submissions, public consultations and research.

Independent

The Commission is an independent statutory body. We are committed to independence, and conducted the Review consistent with our statutory obligations and vision, purpose, and values.
